Hitherto the procurement procedure for oranizations (FPA partners), which were commissioned by the European Commission Humanitarian Office (ECHO), was complex and complicated. On the one hand, goods procurement requieres official public tenders. On the other, it was necessary to check whether the suppliers complied with all EU requirements as regards transparency, ethics and integrity.
Echo introduced Humanitarian Procurement Centres (HPC) to simplify this procedure. FPA partners can now order directly from the HPC without having to undergo the complex procurement procedure.
In 2007 there are just 10 HPCs worldwide - medeor is one of them.
